According to Vietnam on November 12, Nguyen Hong Dien, Minister of Industry and Trade of Vietnam, explained in detail the management of vapes and heated tobacco at a question-and-answer session on the afternoon of the 11th.

The minister pointed out that since the previous government, vapes have developed rapidly in the market due to the lack of management tools. Therefore, the Ministry of Industry and Trade once proposed to pilot the management of new tobacco and obtained approval from the previous government. However, when consulting with ministries and relevant departments, although most departments agreed, the Ministry of Health opposed this product and believed that it was harmful to health. In view of this, the Ministry of Industry and Trade supports the opinion of the Ministry of Health that vapes are harmful to health and should be banned.

He emphasized that the Ministry of Industry and Trade actively promoted the early introduction of a legal framework to ban such products and never suggested continuing the trial of vape projects. In addition, the Ministry of Industry and Trade has refused to issue business licenses to e-commerce websites related to vape business and asked market management to strengthen inspections.

To address this issue, the Ministry of Industry and Trade has recommended to the government that a strict and clear new tobacco management policy be formulated to fill the legal gap. The policy may revise relevant regulations or enact new laws to better deal with this issue.

In the absence of a law, the Ministry of Industry and Trade continues to require market management departments to coordinate with relevant departments to strengthen inspections and management of the operation, storage and transportation of vapes, and strictly follow the Prime Minister’s instructions on strengthening the management of new tobacco.

The current violations are mainly due to tobacco smuggling, so strict management is needed at the border. The Ministry of Industry and Trade said it will work with relevant departments to increase media information dissemination, include tobacco hazards in school curriculum, and strengthen local government management.

Earlier, at a question-and-answer session, Le Hoang Anh, a representative of Gia Lai Province, asked Health Minister Dao Hong Lan, pointing out that according to police reports, drug-related cases of vapes and new tobacco have risen sharply and are difficult to detect.

To this end, the Ministry of Public Security agreed to ban the production, distribution and advertising of such products. However, the Ministry of Industry and Trade wants to test them for better management. Many voters reported that many tobacco industry interest groups are increasingly pushing to maintain the pilot of these tobacco products.

“According to the minister, have these groups’ campaigns in Vietnam been successful? What is the Ministry of Health’s responsibility to provide advice? Until now, has the government not had a clear position on this issue?” Representative Huang Ying said.
