Recently, the Armenian government announced that it will significantly increase the fines for non-compliant tobacco products and require that health warning images be printed on all tobacco product packaging. This policy marks a further tightening of Armenia’s tobacco control, and also puts higher demands on the new tobacco industry, including e-cigarettes. As a representative of emerging e-cigarette brands, how can VEEHOO seize opportunities and meet challenges under the new regulations? This article analyzes from four dimensions: compliance adjustment, product innovation, social responsibility and marketing.
The core of the new Armenian regulations is to raise the product compliance threshold, especially the mandatory requirements for packaging warning labels, which may directly affect consumers’ intuitive feelings about the product. For VEEHOO, the first task is to ensure that the product complies with local regulations to avoid high fines and brand reputation losses caused by violations.

The warning images on traditional tobacco packaging (such as diseased lungs, teeth, etc.) have a strong visual impact. Although e-cigarettes are classified as new tobacco products, VEEHOO needs to actively adjust the packaging design, and add warning graphics that meet local standards while retaining brand recognition. For example, a modular design can be used to partition the warning content, brand logo, and product function description, which not only meets regulatory requirements, but also weakens the negative visual effects through a simple and modern style.
Increasing the amount of fines means that regulators will increase the intensity of random inspections of product ingredients and production standards. VEEHOO needs to plan ahead, certify product ingredients (such as nicotine content and atomizer safety) through third-party authoritative organizations, and publish the test report QR code on the official website and packaging to enhance consumer trust.
Although e-cigarettes themselves are not completely harmless, their harm reduction characteristics compared to traditional cigarettes have been confirmed by some studies. VEEHOO can take advantage of the opportunity of the upgrade of Armenia’s tobacco control policy to strengthen its positioning as a “harm reduction alternative” and expand its market share.
Emphasis the technical differentiation of products in publicity, such as using ceramic atomizer core technology to reduce the release of harmful substances, providing nicotine salt options to help smokers gradually reduce dependence, etc. At the same time, launch a series of “zero nicotine” products to attract young people who focus on healthy lifestyles.

Actively participate in the smoking cessation program led by the Armenian government and provide e-cigarettes as a transitional alternative tool. For example, launch a “trade-in” activity to encourage traditional smokers to exchange cigarettes for VEEHOO e-cigarette discount coupons, and record the progress of smoking cessation through the APP to form a benign interaction between the brand and public health.
One of the core goals of Armenia’s tobacco control policy is to reduce the smoking rate among young people. E-cigarettes may be mistaken for “harmless consumer products” due to their fashionable design and diverse flavors. VEEHOO needs to take the initiative to assume social responsibility and avoid potential public opinion risks.
Introduce facial recognition or ID card verification technology in online sales channels, and prevent minors from purchasing them at the offline retail end by training dealers and setting up conspicuous warning signs. Cooperate with local schools or public welfare organizations to carry out e-cigarette health risk education activities, clearly convey the message that “e-cigarettes are not harmless and minors are prohibited from using them”, and establish a responsible corporate image.
The mandatory requirement for packaging warning images may weaken the visual appeal of products, but VEEHOO can make up for this shortcoming through content marketing and cultural value output. For example, cooperate with well-known Armenian artists to transform warning images into illustrations with local cultural characteristics, which not only complies with regulations but also enhances the brand tone. At the same time, launch limited edition designs to attract collectors.

Initiate the “Healthy Breathing Challenge” on platforms such as TikTok and Instagram, inviting users to share the changes in their lives after using e-cigarettes instead of traditional cigarettes, and convey brand value through real stories. In view of the preferences of young Armenian consumers, select fitness and technology bloggers for product evaluation, highlight the compatibility of e-cigarettes with a healthy lifestyle, and avoid negative associations with traditional tobacco.
The new regulations may lead to higher packaging and production costs. VEEHOO needs to optimize the supply chain, such as cooperating with local printing companies to reduce packaging costs, or through large-scale procurement of core components such as compressed atomization cores. In addition, recyclable packaging materials can be explored to respond to global environmental protection trends and increase brand premium space.
Armenia’s regulatory upgrade is both a challenge and an opportunity for industry reshuffle. For VEEHOO, actively embracing compliance, strengthening social responsibility, and accurately positioning the healthy alternative market will help it establish a differentiated competitive advantage in a strict regulatory environment. In the long run, only by transforming policy pressure into innovation power can we gain an advantage in the global competition of new tobacco.
