The Shanghai Health Promotion Center stated that the nicotine component contained in vapes is highly addictive and can cause long-term adverse consequences to the brain development of fetuses and children and adolescents. Formaldehyde, acetaldehyde, polycyclic aromatic hydrocarbons, volatile organic compounds, tobacco-specific nitrosamines and other harmful substances can be detected in the smoke liquid. Formaldehyde, acetaldehyde, metals, nicotine, polycyclic aromatic hydrocarbons, volatile organic compounds and other harmful substances can also be detected in vape emissions (i.e. vape secondhand smoke). The use of vapes can increase the risk of cardiovascular and lung diseases.
In November 2021, the “Decision of the State Council on Amending the Regulations for the Implementation of the Tobacco Monopoly Law of the People’s Republic of China” was promulgated and implemented, clarifying that vapes are “new tobacco products” and “new tobacco products such as vapes shall refer to the relevant provisions of cigarettes in this Regulation for implementation.” The Shanghai Regulations on Smoking Control in Public Places (hereinafter referred to as the Regulations) came into effect on March 1, 2010. It is the first local tobacco control regulation promulgated by the provincial people’s congress in mainland China after the WHO Framework Convention on Tobacco Control came into effect in my country. The Regulations were revised and implemented on March 1, 2017, achieving a comprehensive indoor smoking ban. The World Health Organization awarded the Shanghai Municipal People’s Government the “World No Tobacco Day Award”.
On October 28, 2022, the Regulations were revised again to include vapes in the scope of smoking bans in public places, and to improve the legal support and guarantee for further building a smoke-free city with social co-governance. After the implementation of the new regulations, the city updated the smoking ban signs, strengthened publicity and popularization of the law, and successively issued tickets for the use of vapes in public places. The Municipal Health Promotion Center calls on everyone to participate, everyone to take action, work together to build a smoke-free city with social co-governance, and embrace high-quality and healthy life together.
