According to the BBC report on October 31, British Chancellor of the Exchequer Rachel Reeves announced in her budget report that the cost of vapes and tobacco will rise due to a new round of tax increases.

From October 2026, a new tax of 2.20 pounds will be imposed on every 10 ml of vape oil. At the same time, tobacco taxes will also increase by the same amount for every 100 cigarettes to “maintain the economic incentive to switch from tobacco to vapes.”

In its last budget before losing the general election, the former Conservative government indicated its intention to introduce vape taxes and set up a public consultation to discuss the changes. They said the purpose of the tax was to make vapes more difficult for young people and non-smokers to access, while raising funds for key public services like the National Health Service (NHS). Previously, the government had proposed different levels of taxation based on the different nicotine content in vape oils, but Reeves chose a uniform tax rate.

John Dunn, head of the UK Vaping Industry Association (UKVIA), called the vape tax a “ridiculous move” that penalizes those who use vapes as a way to quit smoking.

“Around 3 million adults have quit smoking because of vapes, which are strongly proven to be the most effective way to quit smoking, and it saves the National Health Service (NHS) millions of pounds on smoking-related diseases.”

The new Labour government has announced plans to stop marketing vape brands that appeal to children and plans to ban disposable vapes in June 2025.

In addition, ministers promised to continue plans made by former Prime Minister Rishi Sunak to ban people born in 2009 or later from buying cigarettes.
