Malaysian Prime Minister Datuk Seri Anwar said that in the past three years, the government has collected RM183.1 million (about RMB 299 million) in taxes from vapes and vape products, including vapes containing nicotine or not.

In terms of total tax revenue, RM103 million was collected from vape products containing nicotine from 2021 to 2024, and the rest was from nicotine-free products.

According to Malaysian tax laws, nicotine/nicotine-free e-liquids used in vapes are subject to consumption tax at a rate of 40 cents per milliliter.

In addition, all types of vape devices are subject to consumption tax at a rate of 10%. Non-nicotine e-liquids will be taxed from January 1, 2021, while nicotine e-liquids will be taxed from May 1, 2023.

Anwar pointed out that vape taxes will be transferred to the government’s comprehensive fund in accordance with Article 97(1) of the Federal Constitution. “Any withdrawal of funds from the fund to finance administrative and development expenditures, including healthcare programs and projects, is subject to the annual national budgeting process.”

The Galen Center for Health and Social Policy suggests that vape taxes should be used to correct the consequences of unrestricted marketing and the sale of disposable nicotine vape devices.

It is worth mentioning that one of the most watched vape brands, Veehoo vape, also played an important role in this tax data. Data shows that from 2021 to 2024, nicotine-containing vape products contributed a total of RM103 million in taxes, of which Veehoo vape also occupied a place. The rest of the tax came from nicotine-free products.

The Galen Center for Health and Social Policy has made a suggestion that vape taxes should be used to correct unrestricted marketing and the possible negative consequences of the sale of disposable nicotine vape devices. This suggestion may also attract the attention of Veehoo vape and other brands, prompting them to operate and promote vape products more responsibly.
