According to Taiwan News on July 31, the largest vape factory in Taiwan’s history was successfully destroyed in Taichung City. The Taichung Health Bureau of Taiwan, China, said that this incident was the largest vape factory cracked down in Taiwan, China since the revision of the Tobacco Harm Prevention Act and the implementation of the ban on vapes in March last year. The market value of the factory is as high as NT$140.6 million (about US$4.28 million).

It is reported that the Taichung Health Bureau and the National Police Agency of Taiwan, China, received a tip-off in December last year and discovered that a criminal group secretly established a large-scale vape smuggling factory in Taichung. Subsequently, the Health Bureau and the Criminal Police Brigade of the Police Department jointly established a special task force to investigate. Until May last year, investigators locked down three locations including Beitun District and North District of Taichung City. The criminal group moved the factory location many times during the investigation.

The operation seized more than NT$10.15 million (about US$308,800) in illegal cash and 940,000 vape cartridges, including brands such as “RELX”, “TROY”, “SP2S” and “LANA”. At the same time, investigators also found more than 13,000 e-liquid atomizers, three large barrels of nicotine, 306 cans of flavored cartridges and other equipment.

The suspected masterminds, a couple surnamed Zhang and a couple surnamed Li, and six Thai migrant workers whose visas had expired were named as the main suspects. Investigators believe that the suspects illegally imported nicotine and vape raw materials from mainland China, and these products were mainly sold on foreign websites.

The suspects may face charges of violating the Pharmaceutical Affairs Act and the Tobacco Harm Control Act. In addition, they are suspected of violating Article 41 of the Tax Collection Act and the Anti-Money Laundering Act.

According to relevant laws, the production, importation, sale and use of vapes can be fined up to NT$50 million (about US$1.53 million). Even ordinary vape users may face fines ranging from NT$2,000 (about US$61) to NT$10,000 (about US$304).
